BBC Gaza Film Considered a 'Serious' Infringement of Media Standards, States Broadcasting Watchdog

The BBC engaged in a "serious breach" of media regulations by not revealing that the presenter of a programme about the Gaza conflict was the offspring of a Hamas representative, as ruled by regulatory body Ofcom.

An probe by the media regulator into Gaza: How to Survive a Warzone has concluded that the documentary was "substantially inaccurate".

The chief executive of the broadcaster had previously apologised, noting there had been "a significant failing in relation to factual correctness".

The authority has ordered the broadcaster to transmit a evening announcement about its decisions.

"As this represents a significant violation of our regulations, we are ordering the BBC to transmit a announcement of our determinations against it on BBC Two at 9pm, with a timing to be finalised," the statement read.

'Risk to Damage Confidence'

The regulator's report declared: "The inquiry we conducted determined that the documentary's lack of disclosure that the presenter's male guardian occupied a post in the Hamas-run administration was significantly deceptive.

"This implied that the viewers did not have essential details which may have been highly relevant to their assessment of the voice and the details he shared.

"Credibility is at the heart of the relationship between a broadcaster and its audience, notably for a state-funded media outlet such as the British Broadcasting Corporation.

"This oversight had the possibility to erode the significantly high amounts of confidence that the public would have placed in a BBC factual programme about the Israel-Gaza war."

The film was removed from the online platform in the month of February after the narrator's family links emerged, and in the month of July an broadcaster's internal assessment determined it infringed the corporation's content policies on factual correctness.

A representative for the broadcaster commented: "The authority's determination is in agreement with the conclusions of Peter Johnston's review, that there was a major oversight in the film in relation to the corporation's content standards on factual correctness, which corresponds to regulation 2.2 of the authority's broadcasting regulations.

"We expressed regret for this and we accept the regulator's ruling in full. We will comply with the sanction as soon as the schedule and wording are confirmed."
